10-009/11348Job Snapshot:Provides strategic leadership and
oversight of all district capital projects and facilities
operations, including planning, procurement, design, construction,
compliance, and budgeting. Ensures alignment with the district's
long-term goals for facilities, safety, and operational excellence
while managing fiscal and human resources for the
department.Education and Experience Requirements:
- Bachelor's degree or higher in architecture, engineering,
project management, business, or a related field
- Five (5) years of construction and project management
experience preferred
- Knowledge of building codes, construction regulations, and
project management best practices
- Advanced technical training related to facility construction
and fiscal operations preferred
- Excellent organizational skills
- Ability to provide long-range strategic planning for capital
resources
- Ability to read and interpret blueprints, schematics, technical
and design documents
- Ability to maintain detailed accounting of multi-million dollar
capital budgets
- Ability to accurately compose correspondence and reports
- Ability to communicate and work effectively in a professional
manner with administrators, staff, and the general public
- Ability to perform a wide variety of specialized operations or
assignments requiring interpretation of work practices and
procedures

Abilities Required:
- Plan, direct, and oversee district capital improvement
projects, including procurement, design, construction, contract
administration, and project closeout.
- Serve as the District Representative (DR) for all capital
funding and project-related communications.
- Interface with architects, engineers, contractors, and funding
agencies to ensure alignment with district needs and strategic
goals.
- Manage multi-million dollar capital budgets, including SB-9,
HB-33, General Obligation Bond, E-Rate, Direct Appropriation, and
Public School Capital Outlay Council Grants.
- Oversee and approve the procurement of departmental materials,
goods, and services while ensuring adherence to district policies
and regulations.
- Prepare and present capital funding requests to the Public
School Capital Outlay Council and other funding bodies.
- Lead the development, implementation, and periodic updates of
the five-year Facility Master Plan in alignment with district
priorities.
- Identify and prioritize facility improvements based on district
needs, funding availability, and safety requirements.
- Coordinate with regulatory agencies such as insurance
providers, fire marshals, and PSFA to ensure compliance with safety
and building codes.
- Ensure capital projects meet all contract, plan, and
specification requirements.
- Conduct regular audits of project statuses, budgets, and
timelines to ensure accountability and transparency.
- Provide regular written and verbal updates to district
leadership and the Board of Education on project statuses, budgets,
and strategic initiatives.
- Establish and lead committees for budget planning, project
design, and stakeholder input.
- Foster collaboration with district departments, administrators,
and staff to meet operational and educational goals.
- Supervise the Facilities and Maintenance Coordinator and
provide oversight for the Maintenance Department to ensure
efficient operations, compliance with district policies, and
alignment with strategic goals.
- Review and approve departmental purchases and coordinate
equipment and material acquisition to meet district operational
needs.
- Oversee district-wide safety, sanitation, and maintenance
policies to ensure facilities remain safe and functional for all
stakeholders.
- Perform other tasks and responsibilities as assigned.Position
